But can you take them through US Customs? I understand the point
you're making, but the reverse of your question is "why don't
Netscape (or whoever) just make strong-encryption products
available from their ftp sites"? Instead they have a nice, long
legalese declaration you have to agree to.

Presumably they have asked a lawyer.
