I think the real point is to use a modified TCP protocol
(for instance) but to replace the checksum with a digest
of the packet and some secret. Then, just send other packets
as chaff. The protocol will pick out the valid data.

pseudo random sequence numbers would also work, and
it would be best if combined with a broadcast type network
to defeat traffic analysis.
