i have written a cryptographic library in emacs. it includes elisp
implementations of IDEA, SHA-1, MD5, and RC16 (an RC4 extension),
along with a fairly secure RNG.

i've also written a couple of tools to take advantage of this library.

obscure.el encrypts/decrypts buffers using a passphrase.

zenirc-secure is a set of files that extends zenirc (an IRC client for
emacs) with cryptographically secure connections, with passphrased or
DH-exchanged keys.

the code is young, and although tested, probably not completely
bug-free. caveat cipherer.

due to export restrictions, i am unable to post the code here
directly. it is available to US and Canadaian citizens at
