variable substitution cipher

  Can anyone point me to references on a "variable substitution cipher" (I
made up that term, since I don't know what the correct, technical term is).
I'm looking at a code that's, at the heart of it, a substitution cipher.
However, the "ciphertext alphabet" is constantly changing according to some
fixed rules and a PRNG input.
