        The chips are available from NTT Electronics Corporation (NEL,) the
electronics manufacturing and R&D subsidiary of NTT (Nippon Telegraph and
Telephone.) The NEL chips ship with a full RSA license.

        The NEL website <http://www.nel.co.jp/> doesn't offer any data
about the product in English, although I have seen references elsewhere in
Japanese. Write to <sales@hqs.nel.co.jp> for further info.

         NTT, NEC. and Sony are all joint investors in Nihon RSA
<http://www.rsa-japan.co.jp>, where the code used in the NEL chip was
independently developed by RSA's Japanese cryptographers.

        I don't know about how exportable the chip is outside of Japan.
Japanese export controls are artistically convoluted, and both the US and
Japan (under US pressure) rewrote and tightened their export policies on
crypto subsequent to -- and, in part, because of -- the initial RSA/NTT
announcement in 1996.

        RSAPKC, of course, is not patented outside the US, so there are
numerous sources for both hardware and software implementations in the
international market. The RSA/NTT deal only came about because the RSA
imprimatur and RSA-developed code have such value and credibility in the
Asian-Pacific market. Nihon RSA is also a major supplier of DES
implementation code in Japan;-)
