In Spain (at least using 4B sytem) you can access the ATM while it is
disconnected from the network. Usually you can withdraw a small
quantity, like 5000Pts (about $30US). But if you try to withdraw a
larger number or if you ask for a "account extract" or "account
movement", the ATM says: "It not possible to do that operation just
now".

Also, if the ATM is disconnected from the network you can withdraw more
money that your daily limit if you retire funds from several ATMs.

You can change the PIN in any ATM, so the ATM can write the card strips.

Perhaps. Or the ATM sees the card as "foreign" and tries to validate. Or
it tries to check your funds.

We are talking about a-Network<->a-System problem, probably.
