Just think of it as a class of cipher with different pro's and con's from
public key or complexity based ciphers. It is very fast with no data
expansion however key management is very difficult. By adjusting memory
and computations it can get asymptotically close to a true 1-time pad.

On another level it is an authentication system like Kerberos or PKI.
However unlike them it supports recovery of encrypted data. It has been
granted an export license that allows unlimited key strength cryptography
to be sold to any type of business in any country (except a few).
