Snake oil has it's pro's and con's as well, at least if
your enemy uses it. :->

But actually, provided they have managed to gather enough
random bits on usable media, what they do sounds pretty
similar to Maurers stream cipher (see Schneier, 17.10),
combined with some shared-secret authentication system.

Anyway, the wording of a "virtual key-stream of 10^30
bits" doesn't sound like real random data.
