Of the many good ideas and suggestions I can only echo:

I agree, but something (or several somethings) need to be done.
The spam is bad and getting worse.

How about having a ONE person designated to trace spam and play
"wack-a-mole". For repeat spammers only, post the message headers and
the upstream ISP. If the ISP is 'hard-of-hearing' it might help if
several list members were to complain loudly. The person tracing the
spam could be changed often, say every week, to prevent burnout.
