Often things are much worse. Design principles were kept secret, like
DES or whole algorithms were kept secret, like RC4 and Skipjack.
One is forced to trust some authority (a government institution
or an expert) in such cases much like most people had to trust the high
priests in the old times. And there are things that are patented so that
one may not freely obtain the desired informations, etc.

But I think that things are beginning to change, even though yet only
very very slowly. If I understand correctly, one of the goals of
CodherPlunks and similar groups is to see to it that the common
people will some day have crypto software available that are both
good (trustworthy, secure) and free of charge and, I like to insist,
also free of export regulations!. Let's hope that this process
will accelerate.
