Assuming Z-L is some kind of bit-reversed version of the Lempel-Ziv algorithm,
I'd suggest starting with the zlib package by Jean-Loup Gailly and Mark Adler,
and work your way backward from there. The page is

Zip-compatible LZW-based stuff. zlib is especially interesting because they
went to a great deal of work to end-run all the interlocking LZ/LZW-based
patents... the authors estimate they spent as much (more?) time on the patent
research as on the code production and packaging itself.

Lots of links to FAQs and other LZ-style compression there also.
