Do you mean open-source as in GPL/similar or open-source in the sense of
being able to see/review the code? I am fairly certain the source code will
be available, I am not certain what the license is gonna be like.

It'd be cool to see a liberal license... at the moment, I don't know that
the NRL folks are planning.
