There's also...

CIPHR'99 - "Cryptography & International Protection of Human Rights".

The CryptoRights Foundation, EFF, AAAS and Human Rights Watch (among other
major privacy/rights organizations) are sponsoring the first major
international conference designed to bring together human rights leaders and
technical security experts (cryptographers) to discuss global impact of
strong crypto on freedom of speech, privacy and academic security research
- -- and benefits of human rights activism on freedom to use and develop
cryptography and other privacy technologies.

Planned events include (1) ratification of "CIPHR Resolution on Cryptography
& Human Rights for the New Millennium", (2) PGP keysigning gathering for
international Human Rights workers and cryptographers, and (3) Last
Millennial Eclipse ceremony under Center of Totality close to maximum
duration point on Earth. Located near Lake Balaton, south of Budapest,
Hungary, 09-13 Aug 1999. For info, see: <http://www.ciphr.org> or send email
to <mailto:info@ciphr.org>.
