I don't agree with you on this point. Efficiency has certainly
impact on usability. But at least for private communications,
say a personal letter from Bob to Alice, a few minutes of encryption
processing time is certainly tolerable, if there is no other
more convenient and practicable means available.

That can well be the case. But if the authorities of the 33 countries
can't crack the messages, why care?
