One possibility is the web page of the IEEE P1363 Working Group on Standard
Specifications For Public Key Cryptography at
<grouper.ieee.org/groups/1363/>. If you subscribe to the P1363 mailing list
then
you can download the draft from
<http://grouper.ieee.org/groups/1363/draft.html>.
N.B. this is still a *draft* document, although it's quite far advanced in the
standardization process.
