As long as it's binary-only you don't need to get export
approval. We're not planning to encrypt plaintext here, which is what
worries the intelligence crowd. I went through an export approval
process a few months back, and the guy from the NSA did not seem to
worry about strong authentication (160-bit private key HMAC). The
product was approved with strong authentication (both user and
message) and DES encryption. Authentication was much more important to
us that encryption.

Publishing source code is another matter, but a bit of foreign
development should fix that.... Then again, secure DNS is available
for download with lots of crypto code.
