So if i get this right when you are using the Magnify/Zoom Tool and you
point it somewhere on a document and click. The Zoom centres on the point
you just clicked on instead of just zooming to the centre of where the
previous View.

Yes this would make most sense for non tool Zooming such as zooming by
using the keybindings or zoooming using the scroll wheel.
