dia, win32, german umlauts damaged, export eps (äöü)

Hi!

When I export my dia-drawing to eps or tex, the german "Umlaut" 
(äöüÄÖÜß) is damaged.
ä gets a "Ã¤"
ö gets a "Ã¶"
and so on.

This occurs only with windows xp (version 0.92 and older), but not on my 
linux machine.

What can I do?
