I should clarify something here.. The control-v does work if I use it
on the same layer I just cut from.  However, if I switch layers,
that's when control-v fails, and I'm forced to use the menu to do a
paste.

It's not exactly like the other hotkey problems I reported.  I have
never seen control-d or the delete button ever delete an object.  I
must always use the menu to delete.

So while control-v just loses sensitivity in certain states, the
delete button has never worked for me.
