On the emdebian (Embedded Debian) mailing list was a lot of
discussion about cross-compilation packages (not only
Debian-specific).  See
http://lists.debian.org/debian-embedded/ and search for
'scratchbox'.  I have a cross-compilation howto, but I
haven't updated it for a while, and don't know whether
things still work:
http://people.debian.org/~debacle/cross.html.  Other
pointer: CDBS (common Debian build system) might support
cross-compilation, but I'm not sure.
