in this case I suggest that you contact Mandrake and ask them to include the
documentation in the package - or do they provide a separate package for
the documentation?

An old version of the manual in PDF format is available from
http://www.gnome.org/projects/dia/doc/dia-manual.pdf
And this is the place where the documentation should go in the future (in
HTML and PDF format). As I can't edit this website, I've placed an HTML
version here:
http://dia-installer.sourceforge.net/doc/en/
It also has a PDF version, but it's missing the images, as I've just
noticed:
