Yes - save the scanned image in a common format like png, jpg or tif.
In dia, create a new diagram and add an image object.
Draw your vector graphics.
Double click on the image to open the image properties dialog.
Select your scanned image.

In the page setup dialog, select paper size A4 and fit to 1 by 1 scale.
