.../modules/pango=basic-win32.dll error on load

I just downloaded 92.2.1 for windows and when trying to load it up it gives me this error message:

 

Cannot load module ../lib/pango/1.2.0/modules/pango-basic-win32.dll: One of the library files needed to run this application cannot be found.

 

I've tried locating a patch that includes this file but no luck. My computer runs on win98 se.

 

any ideas?
