Pointers for rules on exporting outside the USA

I want to say thanks for everyone who responded to my e-mail "Encrypting
Files Overseas". I am still under the impression that what ever simple
encryption I use, besides RSA types using a fast track process, that I have
go through a lengthy process through the State Department to get it approved.

Is there any one who can tell me otherwise, or point me to the rules and
regualtions for exporting applications that encrypt files for security
measures of the application?
