SAFER is, according to its creator, completely free. He has also
released a public-domain reference implementation, which can be found at
ftp://ftp.isi.ee.ethz.ch/pub/simpl/safer.V1.2.tar.Z

If you decide to use SAFER, you will probably want to use the
strengthened key schedule (SK) instead of the original. The file I
named above has information about it.

Let me know if you want any help hacking ext2fs. I've spend a little
time studying how Linux implements filesystems. I have considered doing
this sort of project myself but have never really had the time.
