I don't know if anybody would be interested in this, I'm sure there
must be other software solutions available, but ...

We have several usenet news groups here in San Luis Obispo, CA that
reside under the slo.* hierarchy, that are specificly for local residents,
with some exceptions. We use a 'whitelisting' system to limit posts.

It works like this: all posts are automatically forwarded to a computer
running our whitelisting software. If the post comes from an 'approved'
domain (or sender), it is automatically forwarded to a local usenet server.
If it isn't, it gets forwarded to a moderator (human) who can 1) kill the post,
2) approve the post, or 3) approve the post and also add the sender, or
the sender's domain, to the approved list.

The original software was written in C, we are presently rewriting it in
Perl. If anyone is interested, email me and I'll put you in contact with
the person doing the Perl rewrite.
