Sure, as you can see all the sources were already in the CVS.
The script in dia_extra_src_msvc.zip is just copying some files to the 
right places and
replacing art_rgb.h with the latest CVS version as it seems broken in the
current GnuWin32 package.
I'm going to give the mingw build another try - the last time I did it 
failed with
a crash of ld when linking dia.exe but the MinGW guys just told me that it's
worthwile testing again.
