Would this be an appropriate forum to publish a paper for peer review? I
have been doing research on applying fuzzy logic to the cyptoanalysis of DES
and other symetric ciphers.

The general layout of the paper would be a discussion of employing fuzzy
logic for this purpose, the results of my examination of the DES, and an
appendix with source code.

I was thinking to publish the paper in RTF format. This seems to be the
lowest common denominator for rich text without getting into the MIME wars.
If ther is a better format to publish the text in let me know.

I am still in the process of building the code to perform the test and
analysis, but I thought I could get this question out of the way first.
